The skirt and collar fabric come on 54x38" panels, you can use the chart below to figure out how much fabric you need depending on your size.

The 2-circle skirts are designed for a half-waist measurement (plus seam allowance). The 3-circle skirts are designed for a third-waist measurements (plus seam allowance).
