Two panels printed on heavy satin. 54" x 39"; one for the skirt, the other with two strips of striped fabric for the bottom ruffle and some plain yardage for the arm cuffs and butt flounce.
Bottom pattern runs along the 54" side; get one set if you want a modest cape, or two if you want a very full one.
If you want to bling it out, you can topstitch trimming and other details all over the swooshes before you sew it into the liner.
